Summary

According to the Global Fee refactor plan the BypassMinFeeMsgTypes and the MaxTotalBypassMinFeeMsgGasUsage params should be moved from the config to the store.

Proposal

  • Remove the BypassMinFeeMsgTypes from Gaia's config
  • Add BypassMinFeeMsgTypes and the MaxTotalBypassMinFeeMsgGasUsage to the param store
  • Update AnteHandle logic
  • Update Tests
