add back button / arrow to action modal steps

There is a next button on action modals, but no way to go backwards or edit previously entered data.

Describe the solution you'd like

We should add a little arrow in the top left (opposite the 'x') to allow users to go back and forth as they please.

Describe alternatives you've considered

We could also make the step titles clickable. This could be nice too, but is more visual and technical complexity.

Additional context

Right now, I think that not being able to do this is very annoying.
