TODO: Extract backend service API into separate module

https://github.com/covidgreen/covid-green-app/tree/current/services/api contains the client logic for interfacing with the backend service API. To better maintain that client and minimize the potential for region specific variations from cropping up, it would be good to extract that into its own distinct module that can be used as a dependency.
