Possibly migrate off of Lima

Lima is currently used to manage the builder's virtual machine. This is a bit cumbersome/hacky as it requires working around Lima's tight integration with the guest operating system (which isn't needed in a simple builder).

Consider other options which may work more naturally for this use case, including:

• Lume (but see issue with Swift 6.0)
• vfkit
