add crc vm-diagnose command to gather logs from hypervisor

This will be useful specially on windows where the machine driver doesn't provide detailed error logs, but we can gather some information from the Windows Event Viewer logs of the Hyper-V VMMS service

the crc vm-diagnose will fetch the logs from the event viewer and users can share these in the issue for us to better analyze the problem
