Can enter a grant date later than the pub-under-grant date

Presently, the tool allows the "published-under-the-grant" date predate the grant.

One other suggestion: technically, we don't need to ask for the published-under-the-grant date for any grant from before 1978. So perhaps if this were asked after we request the grant it could be more streamlined?

Yes I agree that this would be a worthwhile change.

I'm fine if this is updated "soon" rather than before launch (though if it is easy enough, it would be better not to allow the published under the grant date to predate the grant before launch).
