Missing option allocation_type for allocation action #19

Line 101 of action.pp claims that only the "alias" action can have an "allocation_type" option.

The "allocation" action can also have an "allocation_type" option.

this seems to be solved in 3.5.0 but there is still a logic problem (and a bug)
