RFC: CLI exit codes

Currently, the Crowdin CLI has only two exit codes: 0 - success and 1 - error. That's enough for most cases, but sometimes there is a need for a more precise number of codes, especially in various automated integrations.

The idea is to introduce more exit codes:

• 0 - success
• 1 - error
• 2 - validation error (invalid command arguments)
• 101 - authorization error
• 103 - forbidden
• 129 - rate limit
