DevTools Panel and Svelte

Reading through the documentation, I couldn't find information on how to utilise the Vite plugin for creating a DevTools panel. I couldn't find documentation for Svelte either.

For context, I maintain a Chrome extension which utilises a DevTools panel, content scripts, and a popup page. I would like to modernise/improve my project structure and build process. Repository can be found at https://github.com/temelm/tealman.
