Accommodate low-bandwidth and low-end hardware

Caching
Throttling data usage (throttle ourselves for testing?)
Limiting collected data based on bandwidth
Intelligently adjust data consumption based on available bandwidth
Intelligently adjust processing power consumption based on available hardware
