I think administrators can control the management of dataset download switches on the UI interface of the management backend

Describe the solution you'd like

Perhaps it can be implemented in two forms - some ideas

1. Administrators can set the available or unavailable status of the permission button switch for each user to download the dataset
2. Administrators can globally set the available or unavailable status of the export button for the entire client UI interface dataset
