Update Ubuntu dependencies for new release

Tom, I'm hoping you can lend a hand with updating the Ubuntu dependencies for the cwipc 7.5 release.

In the toplevel readme.md there are instructions, could you please follow these? Or, what I'm sort-of expecting, fix the instructions to something that is easier to do? I can't imagine that what I've written down in the instructions is really the best way to update your dependencies.

And maybe nothing needs to change for the 7.5 release, because we are still at Ubuntu 22.04.

I'm going to move this to the 7.6 milestone. The current set of dependencies should be good enough for Ubuntu 22.04 which we currently target.
