remove localisation errors for section templates that do not refer to designable ship size! #226

non-designable ship_sizes (not defined as designable = yes) do not require section template localisation because the section templates cannot be seen. These ships can only be viewed in "ship view" (pressing the ship on the galaxy or system map, and not in the ship designer.
