A direct replacement for the current broadcast page in cylc review (but jazzed up a little).

List all broadcasts and the cycles/tasks they apply to as appropriate.

Note cylc review has two tabs, one for broadcast events (shows a complete log of all broadcasts made) and the other showing only the active broadcasts.
