Get on the PEP 517 train.

After this a project might not have a setup.py file.
The build backend and configuration happen in the pyproject.toml file.

Impacts on release-actions:

Cannot extract version from setup.py file, not sure if setuptools has a nice interface for extracting this.
Projects can configure what gets built.
The build command changes to python -m build.
