Changelog.md: Creating an automated changelog for dagu project

Currently the maintainers have to create the release notes manually. Perhaps it would be good to use a changelog.md file in the project and use conventional commit tools such as https://github.com/joselitofilho/go-conventional-commits to automate updating the changelog.

Given that not all commits are currently enforced to be conventional, do you think a pre-requisite might be to try to add linting for that?

What other steps between wanting this, and doing it do you think there are?

I'll let @yohamta to weigh in on that. But it would be a nice convention to follow in future releases.
