Add a caboose

We need a caboose rule/container that will handle any/all notifications that are needed.

The first notification we need to print is letting the user know where their stuff is via print. We don't want to do this from a container - do from taco. See #10 (print output locations).

Other type of notification we need to send is to let the user know their workflow has finished.

• Email notifications
• Slack notifications
• Github notifications???
• Text messages
• Telegrams
• Copy results into S3/GCS
• Generate reports and/or Markdown with Pandoc
• Deposit documents and reports into Google Drive folders
• Autogenerate TPS reports with complete headers and insert your results into templated spots in the TPS report and autofile it in the monthly shared soulless cubicle farm company TPS report folder that is probably called the Z Drive on their shiny new Windows network because getting to pick the letter Z for the Drive is about the only creative outlet the IT staff get
