Mac OS gdal package version error #140

On mac OS, it seems the only available gdal package is the 3.9.2.
Thus, installing 3.6.4 does not work on macos. it needs to be >3.9 to work.

Maybe possible to create 2 different config for .toml for different OS. Will look into it.

Test ubuntugis-unstable in CI #141

I updated the CI in order to use ubuntugis-unstable repositories (but gdal version is still lower than 3.9)
I modified the setup.py script in order to check and install the correct pygdal version, getting gdal version from gdal-config command
I edited the README with ubuntu realted instructions
