Expose the supported Arduino state as a VS when context. When the selected board FQBN, board details, data dir, sketchbook path changes, update the state as a when context.

This could help extensions to toggle UI visibility. For example, disable a view when not a Teensy board is selected, or the Teensy platform is not installed, etc.
