Make linter an analyzer plugin

Advantages:

• allow quick fixes to be in the linter package (Collections library: supporing immutable part of interfaces. #719 )
• upgrade linter without waiting a sdk release
• easier to test new/updated rules on external codebase (by simply updating the dependency in target)

Drawbacks:

• need an additionnal dev dependency in each package

Challenges:

• performances may be a problem (Provide a way to allow lint to provide quick fix #57600)
