Backport Bitcoin PR#9075: Decouple peer-processing-logic from block-c…

…onnection-logic (#3) (#1560)

* Remove pfrom parameter from ProcessNewBlock

This further decouples ProcessNewBlock from networking/peer logic.

* Replace CValidationState param in ProcessNewBlock with BlockChecked
