Environment failed cannot be deleted

Describe the bug

The issue is described in PR #1386;

• An environment gets created and creation fails - no pivot role is created (cdk auto pivot role)
• when we try to delete the environment - worker lambda cannot assume pivot role to execute SDK call Cloudformation delete stack

How to Reproduce

• create environment (with some error that results in create failed)
• try to delete it

Expected behavior

We should be able to delete the stack even when the stack creation failed
