Summary
Databend now does not support changing database names

expected outcome:

RENAME DATABASE test_database_name TO test_database_name_new;
OR
ALERT DATABASE test_database_name RENAME TO test_database_name_new;

RENAME...TO...
ALERT...RENAME TO...
