What does `oldcity` mean? #111

Close to #105 I am trying to get oldcity names.

For genealogy we have some ressources like
http://www.francegenweb.org/communes/accueil.php
or
http://gov.genealogy.net/search/index
but there is no simple query and ressources
for historical place names.

oldcity : nom de la commune ancienne (le cas échéant)

Does oldcity mean :
"historique des communes depuis 1943"
related to the first version of the COG (code officiel géographique) ?
