Publishing to conda-forge

• create a metal.yml automatically using greyskull
• create PR to add kotsu/meta.yml Add kotsu recipe conda-forge/staged-recipes#20393
• @ali-tny @alex-hh comment on PR to confirm they are maintainers
• PR passing CI
• tell sktime we have an open PR for adding kostu to conda-forge message
• @ the conda team to tell them that the PR is ready for review, comment @conda-forge-admin, please ping team
• wait till merged, and published on conda-forge
• tell sktime team
• add some docs/something in datavaluepeople/kotsu with docs on current setup, and instructions on what to do when releasing (i.e. open a PR editing the version number in kotsu/meta.yml I think). Even better if we can automate it, but doesn't seem like one can :/ though I haven't looked super hard at the github actions for it yet.
