Fix orientation fails on recently uploaded image

definitely fails if image just uploaded and not saved
but also fails even if applicant changed and "save on change" is selected (which it should have worked for)

a good option here might be to detect when the image is not yet committed (no image id?) and disable the options which won't work
MINIMUM: when the option is clicked, tell them to save first
