Implement grade sync between LRS and Moodle #227

There are scenarios where syncing the user's activity grade from the LRS to Moodle would be useful. There is a current fork that has some work done on it here: https://github.com/Vjedi729/moodle-mod_tincanlaunch

It needs to be fully evaluated to determine if it's working and compatible with recent changes.
