Anyone may open an issue or make a pull request. For a pull request to be added to the
development branch (master), a maintainer--either Colin Flaherty or David Yaffe--must
review and approve the pull request.
When creating branches off master, name them ticket#_title, where the ticket number and title refer to that of the issue being worked on in the given branch.
