It doesn't happen immediately (when I unplug internet cable), but rather takes a minute or two to ramp up.
CPU usage drops back to normal (to almost 0) shortly after network cable is plugged in.
Not a big deal (since it recovers quite nicely once network is back up), but potentially signals there is aggressive retrying somewhere.

I do suspect decred/dcrwallet#2433 contributes to this issue quite a bit, suggest to come back to it and re-test once the fix for decred/dcrwallet#2433 lands.
