The newest vspd seems to need the vspadmin tool to create a database.

$ vspd --homedir=/home/joe/dextest/dcr/vspd --feexpub=spubVWKGn9TGzyo7HPaCRDhLU6yvBgoCu2nJVW8qv5aB7Xyqt46s5XRCN8cmgW2RApGdFyJgaL2iiGFRZLuL2KgXN3zpTG9CYE4dWpVmKnjdSwJ; tmux wait-for -S vspd
loadConfig error: no simnet database exists in /home/joe/dextest/dcr/vspd. A new database can be created with vspadmin
$ vspd --homedir=/home/joe/dextest/dcr/vspd; tmux wait-for -S vspd
loadConfig error: no simnet database exists in /home/joe/dextest/dcr/vspd. A new database can be created with vspadmin
