Legacy proposal data has been hardcoded into the gui in order to make the transition smoother from the git backend politeia instance to the tstore backend politeia instance. This code should be removed once all of the legacy proposals have been completed and are no longer being billed against. Check back on this issue in 6 months.

We've decided to change how we're handling this on the backend. The hardcoded legacy proposals can be removed once decred/politeia#1425 has been added.
