Add CLI command for the validation of GML references within the SQLFeatureStore

When data is imported into the data store through various methods such as direct SQL, WFS-T, Feature Loader, or others, users must have the ability to inspect the contents of the SQLFeatureStore. For this purpose, a validation of GML references within the SQLFeatureStore should be integrated into the CLI.
