(Console) Component Defn Controls list not sized correctly

Steps to reproduce

1. Open oscal component defn with many controls in lula console
2. Scroll to the bottom of the list

Expected result

All controls should be showing up in the list

Actual Result

The bottom control is cut off (or when resized, the wrapped controls aren't sized correctly)

Additional Context

Note - this appears to change if the window is a certain size, so the potential solution is to just build more buffer into the sizing of this controls list so that no controls are cut off when the window is different sizes

I'm seeing something similar with a simple demo case, when I split the screen in half (ie. the console is using only half of the screen), the Controls List isn't wrapped correctly, it looks like it's showing more than it should, all the reamining elements of the UI are shortened correctly:

When displaying full screen it's showing correctly.
