Badge verification task has bad assumption for pod and service monitors namespaces #232

There are apps like the Strimzi Kafka Operator that create resources in other namespace. Their pod and service monitors will live in a different namespace than the root application in cases like this. The way we have monitoring being checked in the badge verification task will cause a false failure.
