Istio Ambient component for UDS Core Base should run in AKS and AWS RKE2 #1222

Is your feature request related to a problem? Please describe.

Currently Istio Ambient only runs for EKS and local k3s/k3d/rke2. Need to add that functionality to AKS and RKE2 before releasing Ambient

Describe the solution you'd like

Given UDS Core bundle with the optional Istio Ambient component
When UDS Core is deployed on an AKS cluster
Then UDS Core is able to successfully deploy the Istio Ambient component
Given UDS Core bundle with the optional Istio Ambient component
When UDS Core is deployed on an RKE2 cluster
Then UDS Core is able to successfully deploy the Istio Ambient component

Need to test and run this in the nightly pipeline for all environments
