Describe what should be investigated or refactored

We should switch to using the Maria DB operator package for Trillian's DB and add documentation for configuring an external database.

Additional context

This will require adopting the Maria DB package more formally into the SWF fold as we have Postgres Operator

We should also look into backing Rekor with MariaDB as well
