Plugin vs Workflow execution order

Is your feature request related to a problem? Please describe.
Based on this blog post the execution order on plugins, 0 or 1, changes if plugins should run first of if synchrunous workflows should be run first. XrmMockup does not consider this an runs plugins first. regardless of execution order.
