Describe the solution you'd like
Support for PowerFlex 4.0 release.

Additional context
PowerFlex 4.0 was GA'ed in August 2022. This release will qualify existing driver functionalities on PowerFlex 4.0 array platform.
Authorization and Observability modules will be supported as part of this feature.

Note:
New features in PowerFlex 4.0 will not fall in this, and will be handled separately.
Resiliency support for CSI PowerFlex on PowerFlex 4.0 will NOT be supported in this feature (planned for future release).

Support for PowerFlex 4.0 will be included with CSM 1.5 release. Please note, NOT all modules currently supported for PowerFlex driver will be supported on PowerFlex 4.0, please refer to release notes for more detaiils.
