The section "How to Apply These Terms to Your New Programs" (that you add in the first commit of this PR) also suggests adding some text to every source file and "about" window. That's only a recommendation, though. I would just add this text as a separate section in the readme file:

    it under the terms of the GNU General Public License as published by
    the Free Software Foundation, either version 3 of the License, or
    (at your option) any later version.

    This program is distributed in the hope that it will be useful,

I just copied the LICENSE file from desktop so they are identical.

I would just add this text as a separate section in the readme file:

"I would just" -> meaning removing the first commit and tweaking README only?

No, I mean add this text to at least some file that is part of the program besides LICENSE. FSF suggests adding it to the header of every source code file, but for me README is enough.
