Windows: unable to get local issuer certificate #145

Using a window self-hosted runner, I am getting unable to get local issuer certificate. The certificate is an internal PKI certificate and Windows trusts the Root CA. Everything I have found says that the windows runner will trust the windows certificate store, but I am still getting the error running the action.

I'm not really looking to bypass certificate check since that is insecure, but for the FTP process to trust the system root CAs.
