is-stream package can be installed with npm, but not with deno.

But if I use https://mirrors.huaweicloud.com/repository/npm/ registry in .npmrc, is-stream package can be installed.

So I am not sure whether there exists a bug in deno. I hope that core team members can dig into this behavior.
