suggestion: use Conventional Commits standard for PR titles #679

It seems as though the manual outlines a standard for PR titles that's the same as the Conventional Commits standard. I suggest that we either:

Add a reference to the Conventional Commits standard.
Or replace the section with a reference to the Conventional Commits standard.
