2024 Sentry Deprecation: Verify ownership of Platform Sentry items

Issue Description

The Sentry tool will be deprecated. The 90 day notice of migrating the errors to DataDog is effective as of 4/5/2024.
This is work that is already in flight with @patrickvinograd 's team, with this ticket

Tasks

• Verify owners as identified in 81039 of Platform Sentry items (including code, infrastructure, GIB). Can these owners authorize these changes, or do the owners even still exist? How much oversight will they need for this migration?
• Refer to the approved Vets-API deprecation and migration discovery ticket for context (81000) and Migration Guide for Vets-API (81004)
• Note that there won't be parity for all features from Sentry to DataDog, so exercise some detail work while preparing to migrate and share this information with the other teams.

Success Metrics

• That 100% of the owners of the Platform Sentry items have been identified

Acceptance Criteria

• That 100% of the owners of the Platform Sentry items have been identified
• Identify what is owned by Platform teams and what are "outside" team owned code, infra, etc.
• That the owners of Sentry code, infrastructure, etc have been documented
