In datadog Dec 16 at 16:40 CST, this error message occurred "an error occurred while verifying stamp: pdftk failed with command".

This is a bug ticket. Find root cause of the error message and find a solution to prevent future occurrences.

Potentially fixed by this PR with flaky tests.

This ticket add the retry attempt with 1 second pause.
Also, this ticket added better logging. In the datadog logs, we can see the vet-api program made an attempt to re-create the missing files.
