Select component sizing bug - unable customize or expand to full width

What

The sizing of the select component is unable to be customized or expanded to full width. This creates a situation on tablet sizing on the facility locator where the select field isn't the same width as the others.

We would like a minor adjustment to current functionality of the select component.

Purpose

This would align the select component with other fields on tablet sizing.

@Agile6MSkinner @davidmpickett @eselkin This was the experimental design ticket for the select component width on tablet that has now been converted into an issue for DST to look into. Tagging so that you can follow along with this if needed.

I don't see this impacting autosuggest/progressive disclosure usability testing because it's currently like this on prod.
