Check to make sure there is a GitHub Action calling create-release-candidate.yml set up under the actions tab. If there is one also calling create-release.yml then remove that from the Actions tab, so the only action named Create Release Candidate points to create-release-candidate.yml. If the incorrect one (create-release.yml) does not exist in this repo, you can just close this ticket with no action and move it to Dev Done column.
