To avoid MPL relicensing concerns, do not reusing any parts of Selenium.Axe's implementation that weren't solely authored by collaborators on this project.

Update the CI pipelines started in #4 and/or create new ones to handle automated publishing to NuGet. Ideally, set it up so that most of the work can be reused among the 3 packages (Playwright.Axe, Selenium.Axe, common package).

Resolved by #39 (enabling it with a real nuget account tracked separately by #38)
