Skimming over the PR it seems they never fixed it and reverted the merge of the PR
I quote:

Grumble itself is built on top of the readline project, which has been archived and abandoned. We would need to fundamentally rebuild the core, which we do not have time to do.
Our cases, which do not involve special unicode chars, everything is working fine, which lowers the incentive to fix these issues dramatically.
