./layout.tmpl in relation to what?

In the docs I see this:

But where is that in relation to what?

I've placed the "layout.tmpl" file at the same level (in the same directory) as the "jsdoc.json" file (the config file itself), made a few changes ... but nothing has changed. What am I missing?
