We should use the persisted funding market data to optimize lending behavior:
Use previous data to:

adapt min_lending_rate
on increasing switch lending term to 28 days (disable / enable via config)
on decreasing switch lending term to 7 days (disable / enable via config)
t.b.d: how can we assume that we are on a maximum level for a time series?
